The County of Fresno on behalf of the Sheriff-Coroners Office is requesting proposals from qualified vendorsto provide the followingRequired Services:Aviation Maintenance Management Accurate documentation of aircraft airframe & engine logs records. Aircraft Parts Inventory Management. Control of FAA traceability for parts installed on FCSO aircraft. Proposed budget - acquisition costs for major parts needed for the following year, per aircraft. Maintain a current aircraft maintenance library with current aircraft publications to maintain airframesand engines; i.e. Maintenance Manuals, Engine Manuals, Service Letters, Service Instructions,Service Bulletins, Federal Aviation Administration Airworthiness Directives, etc. Accurate aircraft component documentation and component spread sheet accounting of aircraftcomponents history, installation, removal, overhaul and retirement times of all required aircraftcomponents. Custody and control of all vendors by verifying vendors insurance and warranties for productsoffered, vendors participating in FAA approved drug screening programs, FAA Certified Overhaul andRepair Stations using only manufactured aircraft OEM or FAA PMA parts with traceability.Scheduled Airframe Related Inspections: Manufacturer specified 100, 300, 600, 1200 hour and annual scheduled inspections.Critical Component ServicesDynamic Component Repair and Overhaul, Rotor Blade Repair, Replacement, Overhaul and BalancingContractor or their authorized Sub-Contractor shall perform repair or overhauls to Sheriff's Department aircraftas described above, with exceptions noted. All aircraft components shall be delivered to the vendor andreturned to the point of origination upon completion of the job at County's expense. Examples of the repair,overhaul or parts replacement work to be performed consist of, but are not limited to, the following:1. Main Gear Box (Transmission) and related Components - Overhaul, minor and major repair, partsreplacement as required.2. Tail Rotor Gear Box and Related Components - Overhaul, minor and major repair, partsreplacement as required.3. Tail Rotor Driveshaft and Related Components - Overhaul, minor and major repair, partsreplacement as required.4. Main Rotor Head and Related Components - Overhaul, minor and major repairs, parts replacementas required.5. Tail Rotor Head and Related Components - Overhaul, minor and major repairs, parts replacementas required.6. Main Rotor Blades - Overhaul, minor and major repairs, balancing, replacement as required.7. Tail Rotor Blades - Overhaul, minor and major repairs, balancing, replacement as required.8. Specialized Services - such as Non-Destructive Testing and Technical Engineering support.Powerplant Repair and OverhaulContractor or their authorized sub-contractor, shall perform scheduled and unscheduled repairs andoverhauls to the Rolls Royce C20/R and C30 series turbine engines installed on the MD500E and MD500Fhelicopters, and the Lycoming TIO540-AJ1A piston engine installed on the Cessna T206H airplane. Anderson Avenue, Fresno CA 93727 at the County's expense. Examples ofwork to be performed consist of, but are not limited to, the following:1. Scheduled / Non-scheduled Engine Overhaul - Repair/replace engine components at prescribedengine time-life.2. Scheduled / Non- scheduled engine mid-life inspections/overhaul - Inspect/repair/replace enginecomponents at prescribed engine time-life.3. Compressor Section - Inspection, repair, and overhaul to include internal component replacementand repairs.4. Accessory Gear Box - Inspection, repair and overhaul to include internal and external componentreplacement and repairs.5. Turbine/Modular Sections - Inspection, repair and overhaul of all internal components to includerepair and replacement of power turbine wheels, nozzles and all other related turbine components.6. Combustion Section - Inspection, repair, overhaul and replacement of all internal and externalcomponent items.7. Engine Accessories Inspection, test/repair, replace and/or overhaul engine accessories to includebut not limited to fuel controls, fuel nozzles, governors, bleed valves, magnetos, vacuum pumps,turbo chargers, and related components.8. Quality Assurance - Contractor may be required to conduct a teardown inspection to determine theextent of repairs necessary and provide an accurate cost estimate. After the repairs have beencompleted, Contractor shall perform a quality assurance inspection to ensure all work has beenperformed in accordance with factory prescribed maintenance procedures and provide writtendocumentation certifying the work performed.9. Warranty - All engine, powerplant and related components shall be inspected, repaired/replaced oroverhauled to manufacturer's specifications and warrantied against defects resulting from servicesrendered for a period of at least 90 days or 300 flight hours, whichever occurs first, unless otherwisewarrantied by parts supplier.10. Performance Assurance - Contractor shall provide performance assurance on all turbine or engineoverhauls equal to or greater than 10% above minimum factory engine power specificationrequirements.Airframe Inspection and/or RepairsContractor shall perform scheduled and unscheduled structural airframe repairs and/or inspections on theSheriff's Department aircraft previously listed. Aircraft and/or components in need of maintenance servicesshall be performed by the Contractor at the ASU facility previously listed. Examples of the type of repairand/or phase inspections that may be performed consist of, but are not limited to, the following:1. Airframe Sheet Metal and Composite Surface Repairs - Structural repairs involving sheet metaland composite materials work to the basic airframe, landing gears, cowlings, doors, and all internalcabin metal surfaces, structures and instrument panels to include aircraft painting and exteriorfinishes.2. Aircraft Hydraulic, Electrical, Lubrication, Fuel Systems and Components - System testing,repairs, overhaul and component replacement.3. Landing Gears - Repair, overhaul and component replacement of landing gears, skids, cross tubes,struts, shock absorbers, wheels, brakes and all other related components.4. Flight Control Systems Repair, replace, overhaul and return to service all flight control systemcomponents, to include, but not limited to cables, control tubes, control rods, bellcranks, supportassemblies and related fittings, hydraulics, and electronic or electrical components.5. Airframe Inspections Perform scheduled airframe inspections in accordance with manufacturerspecifications. Avionics andnavigation components/equipment shall either be delivered to the contractor or returned to the Sheriff'sDepartment Air Support Unit at County's expense, or the work may be performed by the Contractor at the AirSupport Unit.Non-Critical Component Services DefinedNon-critical services and repairs, as defined by the Sheriff, are those services which do not directly affect theflight and operations of the helicopter or airplane.Contractor shall perform needed repairs, component replacement and overhaul services on, but not limited to,the following:a. Night Vision Lighting/Alternate Lightingb. Search Lightc. Thermal Imagers and Video Camerasd. Overlay Panele. Moving Mapf. Communication radiosg. PA and Siren Systemh. Aviation Oxygen Bottles/Regulatorsi. Aircraft Hoist and/or external cargo hookj. Aircraft Interiors Repair and replacement of all aircraft interior components and accessories toinclude seats, upholstery, paneling, floors and surfaces, environmental systems andcompartments to include aircraft painting and interior finishes.k. Aircraft Washing, Detailing, Cleaning (Interior)l. Aircraft Washing, Detailing, Cleaning (Exterior)All other non-critical special mission equipment installed on Sheriffs helicopters All components and relatedequipment listed above shall either be delivered to the contractor or returned to the Sheriff's Department AirSupport Unit located at 5029 E. Anderson Avenue, Fresno CA 93727 County's expense, or the work may beperformed by the Contractor at the Air Support Unit Facility.
