Specifications

Specifications include, but are not limited to:This project consists of providing services related to an airport emissions inventory that will identify total airport emissions by source or source category and examine direct and indirect emissions in order to update the 2004 baseline inventory. Results may be used for purposes of the SIP and to establish reasonable further progress milestones. This analysis will be based on federal and state standards. The following tasks will be included in the final Scope of Work. A.Identification of pollutants-of-concern B.Identify and document airport emission sources for operations at Louisville International Airport including, but not limited to: 1. Aircraft operations, 2. Auxiliary Power Units (APUs), 3. Ground Support Equipment (GSE), 4. Ground access vehicles, 5. Stationary and area sources, and 6. Airport construction. C.Collection and development of emissions data D.Estimate current emissions using the FAAs Aviation Environmental Design Tool (AEDT) and other computer models and databases as required E.Estimate toxic compounds known to be associated with major pollutant sources at the airport F.Conduct Quality Assurance (QA) and Quality Control (QC) analysis of input and output data G. Quantify results in terms of tons per year (tpy) and tons per summer day (based on the ozone season for the Louisville metropolitan area) including but not limited to criteria pollutants: carbon monoxide (CO), volatile organic compounds (VOCs), oxides of nitrogen (NOx), particulate matter less than 10 microns (PM10), and less than 2.5 microns (PM2.5), sulfur dioxide (SO2), and Lead (Pb) as well as Hazardous Air Pollutants (HAPs) and Greenhouse Gases (GHGs) associated with airport operations. H. Prepare emission inventory report, including a summary of the methodologies used and present a summary of the final report to the LRAA Board of Directors.
