SERVICES TO BE PERFORMED:Development and Implementation of Congressional and Administration StrategyAfter meeting with System officials to discuss the Systems research and other federal priorities, Vendor will develop a detailed assessment of administration R&D funding opportunities and strategies for pursuing funding. Vendors plan should explain how it will interact with Capitol Hill and with executive branch officials to educate the Systems current and potential champions on the benefits of the projects and justification for federal funding. The plan should highlight how the Vendor will maximize the likelihood of the System securing funding for its research priorities in light of decreased federal spending and the current ban on congressional earmarks. The plan also will describe how Vendor will monitor legislative and regulatory developments of interest to the System and provide opportunities for the System to take positions on legislation and regulations. Vendor will present the plan to the Vice Chancellor/Vice President of Governmental & Community Relations and will update it periodically to reflect changes in Systems priorities or in Washington funding opportunities.Vendor not only will schedule meetings requested by the Vice Chancellor/Vice President of Governmental & Community Relations, the Vice Chancellor for Research and Technology Transfer and other System officials with Members of Congress, congressional staff and Administration and other federal department and agency officials, but will make recommendations regarding the timing and strategy for meetings so as to best position the System to achieve its grant funding or other objectives. Vendor will also identify opportunities to raise the visibility of the System in Washington, including arranging for System officials to testify before Congressional committees, scheduling briefings on System programs and priorities for members of Congress and executive branch officials and arranging for System officials to serve on advisory committees. Vendor also will identify opportunities for System to partner with other universities, public and/or private entities for grants.
