Specifications include, but are not limited to: The Emergency Medical Services (EMS) Division is issuing a Request for Proposals (RFP) to solicit a consultant to conduct a study of the Advanced Life Support (ALS) structure within King Countys regional EMS system. A. PURPOSE The study will consider critically and objectively whether there is an optimal number (or range) of ALS agencies in King County from a clinical outcome and financial perspective. The findings from the study will be submitted to the EMS Advisory Task Force, Regional Policy Committee, and King County Council by September 12, 2016. The outcome of this effort will also help inform future levy planning processes. B. OBJECTIVE The selected consultant will conduct a study to examine the current ALS agency structure within the King County regional tiered EMS system in relationship to clinical outcomes and financial impacts. The review will evaluate specifically the ALS tier of service delivery and validate the optimal number (or range) of ALS agencies in the County, and the appropriate number (or range) of units operated per agency. The study will also develop a regional process for responding to any changes to the current ALS agency configuration (ex. if an ALS agency relinquishes oversight). The study will then consider whether the current service model is designed to meet ALS system needs projected over the next ten years.
