Specifications include, but are not limited to:1. A critical assessment of the results of a literature review and survey of state, provincial, and federal agencies and industry to, at a minimum: a. Identify changes in asphalt binder formulation and manufacture that have occurred since the implementation of PG binder specification, as described in the Background. b. Analyze incidents of shortened asphalt pavement life and associated failure types occurring since the mid-2000s attributed to asphalt binder. The assessment shallinclude details of distress types, asphalt binders and products, pavement design and construction, and evaluation of the failures.c.Evaluate possible relationships between changes in asphalt binder formulation and manufacture and occurrences of premature pavement failure.d.Identify strategies for the formulation and manufacture of asphalt binders to improve their critical properties and performance now and in the future.2.A proposed work plan for a Phase II laboratory experiment to (a) identify gaps and shortcomings in the existing PG binder specification that may be allowing the use of binders that result in premature failure leading to shortened pavement life and (b) develop and validate revised (or new, if warranted) asphalt binder tests, specifications, and practices to remedy these gaps and shortcomings.Note: The contractor shall meet with NCHRP within 1 month of submission of an interim report presenting deliverables 1 and 2 to obtain approval to proceed with Phase II.Note: Phase I shall be accomplished within 6 months of contract execution.PHASE II1.Analysis of the results from the executed work plan approved in Phase I, presented in an interim report.2.A workshop with industry to present results from the laboratory experiment and to solicit feedback on proposed revised tests, specifications, and practices.3.Proposed revised (or new, if warranted) AASHTO tests, specifications, and practices with supporting redlined markup (where appropriate) and detailed commentary describing the rationale for each recommended change. Special attention shall be given to tests and practices for low- and intermediate-temperature performance, ageing susceptibility, laboratory conditioning, fatigue performance, and asphalt adhesion quality. 4. A stand-alone technical memorandum titled Implementation of Research Findings and P r o d u c t s t h a t o u t l i n e s a p l a n f o r s u b s e q u e n t i m p l e m e n t a t i o n o f t h e r e s e a r c h deliverables. At this time, NCHRP anticipates that implementation of the research products shall require, at a minimum, (a) presentations of key results and products (in the form of proposed changes to AASHTO tests, specifications, and practices with supporting commentary) to the FHWA Binder and Mixture Expert Task Groups and AASHTO Subcommittee on Materials; (b) development and presentation of webinars to illustrate proposed changes in tests, specifications, and practices; (c) ruggedness testing and precision estimate development for revised tests and practices; and (d) a plan for a future project to verify key results through a field experiment.
