SCOPE OF SOLICITATIONThe purpose of this solicitation is to establish sources of supply for evaluation services to measure and monitor the overall effectiveness of the SC Department of Education (SCDE) 21st Century Community Learning Centers (CCLC) program, the subgrantees implementation of 21st CCLC programs, and their progress towards specified performance indicators and measures.BackgroundThe 21st CCLC program subgrants are authorized under Title IV, Part B, as amended, of the Elementary and Secondary Education Act (ESEA). Federal funds are allocated on a formula basis to SCDE to manage and monitor the competitive subgrant program.The federal authorizing statute and non-regulatory guidance (http://www2.ed.gov/programs/21stcclc/legislation.html) define the purpose of the subgrant program:1. To provide opportunities for academic enrichment including tutorial services for students in high-poverty areas, tutorial services for students attending low-performing schools and meet state and local student performance standards in core academic subjects (reading, math, and science).2. To offer students additional services, programs, and activities including youth development activities; drug and violence prevention programs; counseling programs; art, music, and recreation programs; technology education programs; and character education programs designed to reinforce and compliment regular academic programs.3. To offer families of students served by community learning center opportunities for literacy and related educational development.The 21st CCLC program offers academic, artistic, and cultural enrichment opportunities to students and their families during non-school hours (before or after school) or periods when school is not in session (including holidays, weekends, or summer recess).The 21st CCLC program can be located in elementary or secondary schools or other similarly accessible facilities. Centers provide a range of high-quality services to support the student learning and development. These services include tutoring and mentoring; assistance with homework; academic enrichment (i.e. hands-on science or technology programs); community service opportunities; sports; music, arts, and cultural activities.ACQUIRE SERVICES (JAN 2006)The purpose of this solicitation is to acquire services complying with the enclosed description and/or specifications and conditions.
