Specifications include, but are not limited to:Task 1: Project Kickoff Meeting Consultant shall conduct a Kickoff meeting at the beginning of the project to introduce key team members, formalize methods of communication, review and discuss scope of work, project approach, work plan, deliverables, schedule/milestones, and submit the initial request for information (plans/studies/analyses). Task 2: Data Collection and Review To fully support the project and its final outcome, the consultant shall collect, review, and use: Documents related to the Citys current Traffic Impact Mitigation Fees, and Ordinances (see Attachment A). Thousand Oaks Blvd. Specific Plan. Citys Capital Improvement Program. Existing and anticipated future development projections. Documents requested by the Consultant under Task 1 above. Task 3: Conduct Regional Survey The consultant shall conduct a survey of development impact fees charged by surrounding similar cities in Ventura County such as Ventura, Oxnard, Camarillo, Simi Valley, Moorpark, and the County of Ventura, highlighting and comparing what is included in these fees versus those of the Citys. The survey includes descriptions of different cities processes for calculating impact fee credits earned for a project and its ability to be transferred from one project to another. The survey information/data, the discussions/analyses, and conclusions/recommendations shall be put in a report format and presented to City staff for review, and once finalized, it shall be included in the projects Study Report. Task 4: Strategy Session/Workshop #1 Upon completion of the survey, and collection, review, and analyses of all available data, Consultant shall organize and conduct a half-day internal workshop (at City Hall) to present all findings and as a minimum provide discussions in connection with: - Project direction/approach - Define fee categories: New fees Existing fees Other nearby public agency impact fees - Special analysis of impact and mitigation fees required for the implementation of: The newly adopted Thousand Oaks Boulevard Specific Plan (2012) Other items of strategic importance identified by the City and/or consultant - Developers credit process and policies - Formalize work plan. Task 5: Fee Calculation & Analysis Based on Task 4 above, the Consultant shall develop fees and supporting fee credit detailing calculations in support of each fee category. This task shall include: - Methodology and justifications on newly calculated Traffic fees: Include justifications for imposing fees on private development projects not listed in the study. Include requirements and justifications for adding public improvement projects not listed in this study. - Comparison of proposed fee with the Citys existing Traffic fees, with justification of the variance. - Comparison of proposed fee with similar Cities in Ventura County as specified in Task 3 above, and justification for any variance.
