Specifications include, but are not limited to: The State of Oregon acting through the Department of Fish & Wildlife (ODFW) is seeking a contractor(hereafter Contractor or Provider) to provide one (1) helicopter, one (1) experienced pilot, fuel truck andlicensed driver(s) to conduct approximately 40 hours of flights to survey sage-grouse leks in Lake, Harney,Malheur, and Baker counties, Oregon.Sage-grouse are a native species once common throughout sagebrush steppe habitats in eastern Oregon.The historic range of the species has declined over the past century. In recent years, numerous conservationorganizations, federal, state, and local stakeholders have worked together to protect sage-grouse and theirhabitat. The Oregon Department of Fish and Wildlife (Agency) is working with various state and federalagencies to determine the population status of sage-grouse in eastern Oregon. An important component ofthis work is systematic searches for leks (breeding areas) to document sage-grouse use and distribution.This information will be part of a conservation plan for the long term protection of sage-grouse and sagebrushsteppe habitat. The Agency has authorization to conduct wildlife management activities under ORS. 496.012with related tag issuance under ORS. 496.146 (4).
