Specifications include, but are not limited to: DESIGN CONSULTANT A.Supply the necessary equipment (if required) and provide methodology for the City to perform traffic counts at each of the study intersections. The City of Montrose engineering department can provide three personnel to perform traffic counts as directed by the consultant and is expecting to commit two days to the effort unless additional days are considered necessary. If more than three personnel are needed at one time for traffic counts, the consultant will need to provide the additional personnel required and should include these costs in their proposal. B.Forecast traffic volumes for each of the study intersections into 2036 (20 year) based on existing traffic volumes and assuming a 2 percent annual growth rate (or other applicable method proposed by the designer and approved by the City). C. Analyze the present day and 20 year capacity (level of service or equivalent) and safety of each intersection using procedures provided by the Highway Capacity Manual or other industry- standard modeling methodology proposed by the designer and approved by the City. Analyses should be performed for the following scenarios at a minimum: a. Existing condition b. Signalized intersection c. Roundabout intersection d.Any other scenarios considered viable and relevant to the study intersection, if any (such as geometry or control changes) D.Prepare a written report summarizing the methodology and results of the studies and provide general recommendations for improvements to each of the intersections. Recommendations should include, at a minimum, the recommended improvement (do nothing, signal, or roundabout, etc), when improvements should be implemented, and generic recommendations for the design of each (dedicated turn lanes, general geometry, applicable design standards, etc). The final report shall be stamped by a professional engineer registered in the state of Colorado. E.Perform a general review of the proposed roundabout geometry at the Hillcrest/Sunnyside Intersection and provide general recommendations for improvement to City of Montrose design engineers. This task can be performed via remote meetings and does not require any formal report. If a roundabout at this intersection is not the preferred alternative, this line item will not be performed
