Specifications include, but are not limited to:The Contractor shall furnish all labor, tools, equipment, supervision and specific materials to perform the work as specified in these Contract Documents for the 2016Helicopter Transport of Juvenile Salmonids in Tanksin the Priest Rapids Project.A. Contractor shall deliver juvenile salmonids to two (2) designated release sites; one south of Rock Island Dam and one south of Priest Rapids Dam, all in the Columbia River once each day (i.e. one (1) tank per release site per day). The number of flight trips to each release site location is estimated to be twenty-two (22) flights and shall not exceed twenty-five (25) flights. Delivery shall be made using a District provided fish release tank. The release tank weighs approximately 250 pounds dry, including required compressed gas cylinders. Release tank capacity is approximately three hundred (300) gallons. Total weight will not exceed 3,000 pounds, including fish. The tank is rectangular in cross section and is not aerodynamically designed. B. Helicopter shall be properly licensed and type certified for commercial operation. Provide current USFS Certification of Interagency Fire Helicopter Record: 1.At 30 C and 2,000 foot elevation, aircraft must be able to pick up, before transitional lift, a 3,000 pound external load on a one hundred (100) foot long line. 2.Aircraft must be able to operate as above without refueling for ninety (90) minutes. 3.The aircraft shall be capable of safely and efficiently lifting the load as described in all forms of weather, including very hot weather with thin air. 4.No reduction in water in the fly tank will be allowed. C. Releases shall be done with a release tank elevation of no more than one and one-half (1.5) meters above the river. D. The actual start date of this work is entirely dependent on the downstream migration of the study fish. The estimated start date is May 5, 2016, but the actual start date could be as early as April 29, 2016. Seventy-two (72) hours prior to the actual start date and time, the District shall notify the Contractor in writing of the actual start date. The Contractor shall be fully prepared to begin transporting the fish tank on the date and time specified in the notice. Mobilization and daily availability will not start until the actual start date.
